I got YSSY Sydney through ORBX. I have no PAPI lights in P3DV4 or P3DV5. The models are there for the lights, however they do not emit any light.

It seems that V4 users might as well skip this update, as it seems to be only improved in P3DV5. I love FT Sydney, but still find V1 very good, and as I use P3DV4.5 with no current plans to switch to P3DV5, i will just skip this update, and wait for the MSFS version.
