floating airport signage/lights

I have ORBX vector, LC, Socal and pilots mesh. Initially KLAS runway was in a hole so I ran vector elevations config. OK, now I am level but the runway lighting and signage is elevated. I turned off the KLAS BGL file no change. I downloaded 1.1, no change. I just downloaded the effects patch in this forum and replaced the effects file folder and will see if this does it. All if the other flytampa airports I have are great so this one in bothering me. I searched, nothing specific jumped out so I am asking. Ideas?
