Hong Kong Kaitek

Hi,
I've just reinstalled Sydney, Dubai and Kaitek, into Win10 P3D4 ver 4.3, and everything is working okay. I have another scenery that I was told to put on line 1 but when I went to the library I found Kaitek and the library fogged out and can't be moved, up or down and nothing can be installed above them if necessary. Can you please tell me how to fix this problem. Thanks
