Adding Scenery into FS9

Hello,

I want to add FlyTampa to FS9. I cannot find the scenery library. Microsoft says click settings then click scenery library. Well when I click on settings under options all I see are the following.

General
Display
International
Sound
ATC
Weather
Traffic

Where can I find the scenery library?.

I am using Windows XP Pro and I have administrative access.
