The metal part is supposed to cover the whole terminal?

I am not sure what you mean either. The "old/current" terminal in the foreground of your shot has complete complete roof covering it. Or are you confusing the small darker patches within the roof texture for holes? Those are just supposed to be replaced metal plates.

What I mean is this:

Shouldn't the terminal directly under the F-22 be just like the terminal behind the control tower?

Ah, I see :) The terminal in the foreground of your shot is the "old"/current terminal and has a full roof with windows only the the sides. Many photos of it available at airliners.net and jetphotos.net

The 2 new terminals are slightly different based on architect models like this: viewtopic.php?t=1175

If they will really look like this when done is another question, because of the roof collapse issues and stuff.

The building in question is accurate as you can see in a photograph of the actual terminal.
