I just bought Tampa intl. for P3dv5.
I just tried to land in Tampa... and under final approach the framerates disappeared. I mean suddenly fps 1-2?!
What to do? Or if nothing to do, is the issue being solved, or should I apply for refund?

I'm not aware of anything that would cause this. How many fps do you see when you start a new flight at KTPA?
