dynamic lighting for P4-5?

Unfortunately not, I did it myself, and also:
-set the true ILS/LOC course on the sim map
-set the correct ILS/LOC beam width
-added missing PAPI for runway 5/23
-minor fixes coordinates and parameters ndb and markers
-minor fixes runway lighting systems
