PAPI Light either all red or all white

Apologies if this has already been answered, but I can't seem to find it. On approach the PAPIs light are either 4 red or 4 white, nothing in between. I found a post about removing the *PAPI*.blg files, but that just removed the PAPIs altogether. Any ideas?
