manual scenery library add ouestion

my scenery.cfg corupted had to let p3dv4 to rewrite, need to add dubai back in, so i see 2 folders dubai and dubai lc guessing both need to be added,does the lc folder need to go in first so the other goes in over it ie higher priority?

LC should be below the other one.
