Does the 2.3 update include this fix or should I apply this as well?

I recently bought a new computer which had Windows 8.1 installed. I bought PMDG 777 yesterday and I was looking forward to playing the Dubai Rebooted mod with an Emirates Boeing 777-300ER, but it seems I got the same issue as explained with DX10. It used to run fine (Dubai rebooted mod) on my old computer, but I can't play FSX without preview DX10 on Windows 8.1 (crashes) and I can't have the Dubai mod with preview DX10. I tried to apply this fix, but I don't have Steve's DX10 fixer as he removed it from the site (which the link goes to).
Is there any way to fix this, or will I have to accept that the mod is currently useless for me unless I purchase Windows 7 instead?

Every time I try to uncheck "preview DX10" the game crashes as soon as I click "Fly Now" using a PMDG 777. Therefore I have to use preview DX10. After a bit of tweaking yesterday I got it to work, but it seems that every time I restart/shut down my computer, it doesn't work again. I changed the compatibility settings to Windows 7 for FSX and I have to run the installer for Shader Release (that I downloaded free from Steve's website) every time I reboot my computer. That way it seems to work fine, no crashes and no problems with textures any more.
Edit: Works during the day. Once evening or night falls, the ground is grey again.
