First off great job guys, scenery is amazing.
Just flew into Montreal, and the current weather is pretty bad IFR, but the runway lights weren't turned on, so I had a real hard time finding the runway, don't know if this is normal but makes it kinda hard to see.

I purchased CYUL literally moments after release, and I too have noted the problem identified by the original poster.
Is there a chance that this issue will be addressed in the near future? Overall, it's an excellent product, but this aspect does play a significant role on final in low visibility conditions.

My guess would be to try using the default MS lights option? The only issue is those are too bright though.

Same here. I've already installed the standard lights, but even in low visibility they were off.
Second try (visibilty 3/4miles, they were on) but I thing they should also be on by lets say 1 or 2nm visibility.
But it's again an awesome scenery and thanks for make it FS9 compatible.

FS2004 users can select the 1st install option "default runway lighting". These will be generic FS2004 lights that behave like any default airport & come on automatically under bad vis conditions. We have no control over what vis range the actually come on, this is handled by FS automatically.
FS2004/FSX with our custom runway lighting is limited by the SDK which does not have an option to detect weather conditions from within scenery BGLs. This problem has existed as long as I remember and most custom lighting solutions I have seen over the years were limited in the same way.
One option is to just force the lights to be all the time. This can be done by renaming the following files:
rename fthalos1_100.dds -> .bak
make a copy of fthalos1.dds and rename the copy to -> fthalos1_100.dds

I tried this tweak but I only seem to get runway lights, no taxi lights or approach lights. Should this be?
