HOW DO YOU TURN ATC OFF

Hello everyone ,I've just bought Vienna and it's fantastic though for some reason it has a green bar across the top with an annoying repeatative voice which is the ATC ,how do I turn it off ,I dont have the voice on any other sceneries so I imagine it is just Vienna.
