In speaking with Dakota Smith a couple of months ago (who was doing the AFCAD for him) he seemed to think the guy was deployed or at least called away on business long term. Also my guess is that he's military. I haven't PM'd Dakota to see what's going on. Alright, going over now to pop my head in.

Exactly. That's what I got from him as well.

The dev for that KATL project has resurfaced and replied in the forum over at fsdeveloper.com with this:
I have shelved ATL for the time being, for a number of reasons that I won't go into in depth - and in future I will only develop for FSX. So, why am I not retooling ATL for FSX? Performance. With SP1 and the round earth trick(slicing ground polys in 100x100m sections), having detailed ground layouts for FSX is possible again. However, the general FSX performance hit, as well as my own quality standards, would combine to make an ATL release for FSX unlikely, at least until it becomes feasible to maintain high quality, with decent performance - or - until computing power catches up with FSX!
I and two others have replied encouraging him to either turn over his work to another dev to finish or just release what he currenlty has for FS9 as KATL needs something done for it. I encourage anyone here to write him letting him know we would like KATL for FS9.

Great, yet another thing we can thank FSX for. That scenery was looking amazing, ATL desperately needs to be done...what I'd give to go back in time and stop that piece of junk from ever being released by MS...

Okay, so I re-read what he wrote. He didnt say that he WOULDN'T release it, just that it would be shelved.
I'll think about it guys, no promises though.
And then I saw the light. There is still hope
Fingers will be crossed....

Yeah, shelved just like Simflyers Boeing scenery...I'm sure we'll see that one real soon...
I agree with the poster above, Imaginesim is our best hope now.
