I use Vista Ultimate 64 bit and have had no trouble with FlyTampa sceneries at all. I have installed the US Airports as well as MDW and VHHX and all work great.

I haven't run any complex aircraft on it yet, but everything else you mentioned is great. I'm not seeing any "major" performance hits, although running traffic at 100% at KORD or KATL, etc, definitely makes some minor differences. It's still very usable. I don't own much in the way of comp...
