There is no way to "exclude" a mesh. The only options are to remove the mesh completely or remove only the part of the mesh covering this area (by finding the specific file within the mesh folder).

From what I see the missing runways on the worldmap are the ones with "Takeoff FALSE". That would make some sense if the sim doesn't let one select a starting position that isn't used for takeoff. Would of course be better if it still displayed the runway but omitted the dots on each end.

No idea. Try to deactivate FlyTampa-Vienna from your scenery Library to run the stock LOWW and see if you notice any issues.

I think on OrbxCentral it updates automatically, you don't need any serial.
