i want to update my video card so that i can improve my gaming which right now has horrible frame rates, like 3.5 it sucks.
i have ATI Radeon™ HD 4200 Series right now and i was thinking about getting ATI Radeon™ HD 4600 Series would this help me allot?

That kind of generalized statement is completely untrue. Some of the higher end ATI cards perform really well in benchmarks and can sometimes be had at a lower cost. 660ti is a pretty solid card already. Why the decision to upgrade if you don't mind me asking? Don't get me wrong, if you have the money do it.
