That is FS2004 right?
Check if you have the following files installed:
fs2004/scenery/world/scenery/AF2_TFFJ_flytampa_dummy.BGL
fs2004/scenery/world/scenery/maarten_barts_saba_mesh_fs9.bgl
fs2004/Addon Scenery/FlyTampa-Maarten/scenery/AF2_TFFJ.bgl

Do you have any global terrain/mesh addons? Some of those could interfere.
Do you have any other sceneries for the area installed? If so, try disabling them to see if they caused the problems you are having.
Also, check for duplicate afcad files.
good luck.

And the problem is on tncm too

I really don't know. Posting more screenshots & listing your system specs could help. FS9 or FSX?
check these common problems too...

Afcads can come from another scenery you installed in the past or even a AI Traffic program. They can sometimes interfere with the terrain elevation which i think is your problem based on what little detail I can see in your shot.

I said earlier that I have FSX.
About AI traffic, I do have it installed. Let me check and delete something, will brb
edit:// Nope, Did disabling of traffic scenery.
I'm going to remove the whole game.
And reinstall it.
Install Mytraffic 5.2
Install Flytampa TNCM SABA TFFJ
Deselect Flytampa scenery.
Some files from Traffic X were interefering I guess.

Traffic X does have afcads I think. I don't know where it stores them as I've never used it.
Find the ones for TNCM & co, remove them & it might be the source of your problem.

It only has TNCM.bgl
I removed it and Juliana Airport seems to be working fine now.
But TFFJ isn't.

If you slew around the end of the TFFJ runway towards the beach and water, can you tell if there is any elevation change happening. It should be all flat at sea level including the airport area.
