Do you have another vhhx addon or AFCAD install somewhere?

I see you are ruinning SDK-Compliance mode, the fence appears to simply be floating in the air. Are there other objects floating as well or only this fence segment?

Also are you running DX10 mode?

After checking George and Martin's questions the following also might help.

Objects rising in the air such as buildings, static vehicles, fences, etc. is a known problem in FSX both with default and addon scenery.

You must give FSX a little shock treatment. Lower your autogen setting and then reset it back to your original setting (do not go max setting if your computer cannot handle it). This will normally force objects back onto the ground clamp used in FSX.

I have also the problem with the flying fences. The only way to disappear them is to delete the "fence.bgl" in scenery of Flytampa-Hongkong.
