Poor frame Rate

I am using P3Dv4.3 with i7 6700, 16Gb Ram and EVGA GTX SSC 1060 6G ; but my frame rate is only 20 FPS locked at 30 FPS in the options.

IF I look away from the terminal, the frames increase by about 50 percent. I have the frame rate locked at 30 in P3D graphics options but frames go as low as 15 at times.

This problem only happens at Boston and none of my other scenery (FSDT, FlightBeam, etc.)

My card is a GTX1060 with an i7 6700 16G ram on an ASUS 170.

Turn off Dynamic reflections, maybe some shadows options, water reflections, AI aircraft & animated people.
Using the SODE jetways is slightly better too.

I get 45+ with a 1070 & older I7 chip.
