IS Dubai Sand storm Seasonal?

I am flying around Dubai but I do not see the Sand storm clouds? What happened? I did not mess with this scenery.. I always had the sand storm.

What did I do? Is it seasonal or something?

Maybe you are missing the Effects/FX files. Perhaps just run the Dubai Installation again.
