I can't remember p3d very well but did all these get installed by the universal installer?
Which version of P3D are you using?

I can't replicate it here. But I vaguely remember seeing this happen before in a pre release version.
Might be worth clearing your shader cache. C:\Users\yourname\AppData\Local\Lockheed Martin\Prepar3D v5\Shaders

Try copying the two dds files inside the attached zip into the Flytampa Vegas\texture folder
Disable the other Flytampa airports while testing as it can load the textures from the first place it looks.
