When you look at that folder using File Explorer: desktop\downloads\ check if the file is really there, right click, select properties, look at the General Tab, size should be 210KB.

Under Causes, these 2 seem most likely:
-The file has been deleted or move to other location. Or the file or its shorcut is corrupt.
-The file may be blocked by Windows. Or it is blocked by the anti-virus software of your computer.

All of those scenarios have been checked (all good...not the cause/still no change).
Other files in the same folder install without issue. Anyway, I think I may be having a procedural problem. What does the new installer need and look for? Does it need to access the Internet to get my purchase/account info and the new updated files or is it looking for the files somewhere on my PC...should I have downloaded them before running the new installer? Thanks again for your attention; your help appreciated.

The Installer needs to connect to the Internet, specifically
https://www.flytampa.org in order to see what the latest version is and download it.
If it fails to connect you should be given 2 message boxes, the first saying unable to connect to
https://www.flytampa.org with an error code marked red in screenshot below. Then a second message box with connectivity tests performed to 3 large servers, each showing an error code as well.
In my screenshot the error code is "OK" because there was no error.

Resolved! File was blacklisted and being blocked by AV. Thanks for all your assistance.

Hello Martin, i bought a flytampa Boston and when i input the serial, it says failed to verify serial number
