Lighting issues with VERY dark aircraft textures.

Is the image in the attached file considered normal? I have HDR off in P3D, Moon Phase set to False in P3D, Dynamic Lighting on in P3D and FlyTampa Configurator, Have deleted and rebuild the shaders folder in P3D. Still I am getting not difference in the images. The aircraft never gets any brighter or lit up when headlights flash across the fuse buy either GSX nor other Airport vehicles. I have spent several hours trying to trouble shoot this issue with no luck. I have Airports by 3 other devs that don't have this issue. This issue however is not unique to Toronto but also happens at Sydney and Princess Juliana which I also purchased. All were installed using the newest files for P3D v4 provided to me at time of purchase (Within the last month to month and a half). My sim is P3D v4.5 HotFix 1. Any help would be appreciated.

From what I see in the screenshot I don't think the Dynamic Light is working. If you can post another shot near a larger terminal building to see if that building is getting lit or not. In case of Toronto check:
1. That you have an entry in the Scenery Library labeled "FlyTampa-Libraries"
2. Check you have the file: Prepar3D v4/FlyTampa/Libraries/scenery/FTlibs_Lights.BGL
3. Check you have the file: Prepar3D v4/FlyTampa/Toronto/scenery/cyyz_floodlights_terminals_dyn.bgl
4. That this file is labeled with the ending .off: Prepar3D v4/FlyTampa/Toronto/scenery/cyyz_floodlights_terminals_grd.off

TNCM should have dynamic lights too, Sydney has not been updated with dynamic Lights yet.

Here you go with the requested picture. Also below are responses to your numbers:

1. No entry in the P3D default scenery folder. D:\Lockheed Martin\Prepar3D v4\Scenery

2. This file is in that location as you stated

3. This file is in that location as you stated

4. This file is in the stated location and labeled as you stated.

Also of note it doesn't just happen with the Q400. I just keep using the Q400 so that everything keeps continuity.

1. No "FlyTampa-Libraries" listed in the scenery Library is weird, because I see 3d people and safegate signs in your shot which tell me the Library must be registered correctly.

List things to check:
Prepar3D v4/FlyTampa/Libraries/effects/flytampa_floodlight_dyn1.fx
There should be a total of 4 files with the "flytampa_floodlight_dyn***" name there.

One last idea: copy these files to the respective Toronto folders:
Prepar3D v4/FlyTampa/Libraries/scenery/FTlibs_Lights.BGL
and the 4 "flytampa_floodlight_dyn***"
Prepar3D v4/FlyTampa/Libraries/effects/flytampa_floodlight_dyn1.fx

To Toronto/scenery/ and Toronto/effects respectively.

Well I gave your idea a shot and no go. Lights still aren't working. I even tried different parking spots and even swapped planes with no luck. Also attached to this is a screen shot of the Default P3D scenery folder to show what files\Folders are present. Hope we can figure something out with this issue. I know it is just Eye Candy to most but looks amazing and realistic.

Only idea i have left at the moment would be to clear your shader cache. see here:

delete this folder, afterwards run P3D again to see if it makes any difference.

I had actually done this before I posted. Only reason I had posted was because none of the solutions I had searched for had resolved it. But I can say now that they are working again but it took a complete re-install and now all of the affected airports work as they should. That was the one thing I hadn't done before posting. But honestly should it need to be done on such a recent install?
