I did a test using the default ESMS airport which is not far away from EKCH. I was able to test two conditions using Active Sky:
Default ESMS: Wind 077/20 gave me runway 35 / Wind 217/14 gave me runway 17.
FlyTampa EKCH: Wind 060/15 gave me runway 22R / Wind 230/14 gave me runway 22R
This would suggst to me that there is a problem with the FlyTampa scenery. I updated the AFCAD file and ran the Configuration Tool which I discovered offered two options, one for wind from the north and one for wind from the south. Choosing the former resulted in a correct runway assignment (04R).
It would appear that following Active Sky allocation of weather one must run the FlyTampa configuration tool in order to enable the correct runway – not an ideal situation I’m afraid so I wonder if there is another option where the active runway is chosen according to the wind direction.

I have made the AFCAD straight after which runways they use after the wind direction. And it can't be in one AFCAD only. So you have to look at the wind direction before starting a flight and select the corresponding file for it.
I know it's not ideal to have to choose the file before starting the sim, but that's what you have to do, if you want it as realistic as it can be.
