No atis and weird atc assigned off my flight plan.

Not sure if both these problems coincide however i had no atis on the field parked at the gate in ktpa.
Anyone know why?

Second issue after takeoff my flightplan was approx heading 310 atc tells me to turn 040 then later tells me turn 290 and resume own navigation, once i did that it tells me to turn to 040 again,
Any ideas?

Maybe another Afcad/ADE file for KTPA? Our Afcad has the ATIS. Check your system doesn' t have anotehr Afcad for KTPA.
