Approximately N-NE, there's a big open area with no autogen? Other than that great job!

I think I know what the problem may be.
Go to the folder where you installed Midway (Addon Scenery/FlyTampa-Midway/)
There should be a folder there called "autogen_texture"
Copy the 2 BMP files from within that folder to your FS2004/texture folder.
Files: BLD_flytampa_kmdw.bmp and BLD_flytampa_kmdwlm.bmp.
If this doesn't solve it, go into the /FlyTampa-Midway/texture/ folder and see if you have the AGN files in there. They are called 003100210211022an.agn and so on.

Is your autogen slider on maximum? If all the files are in place I have no other ideas why the autogen wouldn't appear. The Midway "mini-photo-scenery " around the airport is okay in your shot and I "annotated" them (fancy word for placing autogen houses and trees) with the maximum amount allowed for each piece.

I also have this problem, not just with Midway, but San Francisco too. To the immediate southeast of the scenery, there is a giant square area, maybe 10 times the size of the airport that is completely devoid of autogen. At San Francisco, from runways 28 and stopping somewhere around south el camino/san mateo bridge, there is an even larger bald spot that makes driving on the ground a real nightmare. The amount of autogen displayed elsewhere on my sim is fairly staggering, and this phenomenon seems to be directly linked to flytampa scenery. I'll try deactivating Meigs to see what happens, but are there any other solutions?
p.s.- I have the addon Meigs scenery (forgot who made it), but I don't understand how that would affect scenery as distant as 1,800 miles unless there are conflicting files involved. I've already taken screenshots so I'll post them soon :]

This is the midway forum, so the problems here were close together. That doesn't mean things thousands of miles appart can't effect one another, because that does happen. Yes, i understand that. And as far as california addon scenery is concerned, i used to have some summer photoreal mesh for san francisco, but i completely removed it from my addon scenery inventory. I always do it the safe way, through Add/Delete Scenery Areas in settings, so there aren't an files left over from it
