Now we are getting closer to understand where's the CTD comes from... Does the Premium version comes with KLAS/Vegas enhanced?
Can you open the Content Manager and search for KLAS/Vegas entries? If there are folders made by ASOBO, can you delete those folders and try again?

As I already wrote down in the topic created before, the Vegas city is to be blame. I moved the flytampa-lasvegas-city out of the community folder to bring back the FPS to normal
