Just tried this again after deleting content.xml and reverting back to ILS GS issues and indeed it worked again for me. So, for me, moving fs-base-nav and fs-generic-airports to the bottom has fixed these issues for me.

mine have been at the bottom of the content.xml file already. the fs base-nav and fs generic-airports are at the very top of the xml file . so this clearly isnt the problem. dont know what is I moved those two lines to the bottom. Is that what you meant? Also I put "false" in the base nav...
