There actually (to my knowledge) is a pretty good LatinVFR scenery of your requested airport, might wanna check that one out if you haven't already.

ATI cards are alright still, just Nvidia cards are better suited for fsx.

If you're willing to spend the money an Nvidia GTX680 is probably the best option. Although upgrading your cpu or overclocking is probably a more effective way of getting more fps in flight sim.

By the way keep in mind Dubai is a pretty good sized airport and if anyone is willing to take on the airport it would take a considerable amount of time.

Right click on the cfg, go to properties>security tab. Once there click on edit the permissions and make sure on every single one of the group or usernames they have full control given. Once you've done that hit apply and it should work.
