I finally got it! I installed it without the configurator and enabled the texture max load and and it worked! It's just beautiful!

If you have the latest version, it normaly should install into FSX/FlyTampa/Dubai/ as well as Dubai_LC. Both those folder need to be added to the Scenery Library in that order, Dubai, above Dubai_LC.
